Thomas steps onto the dias with hammer and bone in hand. Down he sits, the hammer's meteorite head pounding against the ground while a yellowed bone is extended to those assembled.
"Thomas Whitecloud is my given name but Heart of Glacier is the one I earned for my judgment is unerring. I am swayed not by appeals or honeyed words but the truth that touches all our hearts if not our lips. I am Cliath, I am Wendigo, but today I am simply a Philodox. Give me your concerns and I will settle them before the Nation. If I am unable to do so because of my involvement in them, then Four on the Floor will intercede instead. You assembled will not speak until I pass you the bone, and only then the holder will raise their voice. When you are done you will return the bone to me. I will then hand the bone to the accused so they might make their case. I will then weigh on your words. Know that once I take the bone, there is nothing left to say by either side. Any facts added will be discarded and any breaches of the stated cycle will be punished. If you are to lose face, let it be because of past actions rather than present."
Thomas takes a deep breath as a hand settles on his knee. He looks forward, surveying those sitting before him.
"Should you find my judgment improper then you may challenge it. The matter will leave my hands and enter those of the Master of Challenge. Know however that blood weighs heavier than words, and one may lose more than face this way."

Thomas peers at Angel. Down the bone descends, entering her hand -- but not yet controlled by it.
"Say everything you must, Angel. Hold nothing back. Let your lips be a broken dam and the truth a raging river. To do any less would be to stain your name." With that his palm opens and the bone is released, giving Angel the floor.

She looked upon Thomas and looked to the bone before she looked over to all those there. "I have two complaints I must make clear. One thing at a time. First" She said as she turned to look at Ekko. "Aunt Ekko, Elder of the nation. I love you as if you were my own blood Aunt. That is why all that must spill free like a dam hurts even more than my heart breaking."
She sighed "I have watched Aunt Ekko go from an absent-minded Alpha to an absent-minded sept mate. Even when we were moving to rescue her daughter from he land of the dead. She was not as present as she may have been." Biting her lip she looked from one member to another. "I am sorry if I speak past my rank allows me but I would say the past month with Uncle Draka, Elder of the nation, as Alpha has been better. He has been there for us when we needed him. He did not let threats to the sept go undealt with for days. He ordered things to be done and when they were not he made sure they were sooner rather than later. Some may complain it still is not the best, however, I would say it is ten times better then it was with Aunt Ekko as Alpha. I do not know what I am saying here but it is very hard to trust her and think that she has earned the forgiveness of the nation when many of her sept still question if..." the next words come out as she stared at Thomas. "Is she right in the mind Truth catches and if she is not is it wise to place our sept back in her hands?" she looked to ekko "I love you no matter what Aunt Ekko. I hope you do not hate my words" she then looked back to Thomas.
The second grievance I have is a general one I have no one to point at for all of us have done it even myself. As of late, I have seen the young in rank and even kin seeming to fail to submit to the reasonable demands of their superiors and disrespecting the rank many have earned. It appears to happen on a daily or weekly basis. She hands the bone back and steps back

Thomas listens silently as Angel speaks. His eyes watch her movements, his ears take in her words, the Philodox's entire being entrenched in her assessment. There is a heavy breath as he then takes back the bone. Black eyes sweep across the crowd before landing on the unmistakable Black Fury. Forward he extends the aged bone to the mighty metis.
"Take the bone and answer her charge, Ekko-rhya. Let the truth echo through this caern."

Okay..first of all Angel, I love you Angel, I will always, I am proud you felt confident enough to face this..and really you cant deny that I'm doing better and I am doing whatever to help. Also there's so many new people I can barely keep up!..Also I love this caern like it were my child..it pains me to leave the caern for any amount of time, not that I don't trust people..Im worried Id be eating ice cream somewhere while the wyrm ravages the caern. Angel have some faith in me, some help if I stumble. I have NO idea why people don't come talk to me as a philodox.Speaking of..I breeched the veil..and I served time for it. Even the alpha isn't above the law. In the future, please come to me instead of involving the peanut gallery. Thank you for your time" *Hands him the bone*

Thomas takes the bone silently and weighs it in his hand. A bit of bone contains the heaviness of an entire caern, what some might call an affront and others a mistake. Yet one man is expected to unload that burden... somehow. Thomas finally nods as if to himself after long moments with a furrowed brow across his head. His eyes rise, not to the multitude assembled, but Ekko herself.
"Your breach of the veil put us all in danger. It was not act but several that threatened our caern and our people, not to mention the innocent lives of those there. The Delirium has a terrible effect on the minds of men and the aftermath could have ended in blood. We were lucky it ended as peacefully as it did. Still, as an isolated incident, I perhaps would call it a mistake." Thomas closes his eyes and shakes his head, his jaw clamping.
"Yet it has not been isolated, Ekko-rhya. I have seen you stumble through the caern as if in a daze. I have seen you bare your teeth at Draka, both your Alpha and your brother. I have seen you snatch up gifts from The Final Strike like a greedy child. Worse, I have seen you argue before them, causing our esteem to plummet in their eyes. Who needs such an unsteady ally, after all, as a caern that allows its leaders to be insulted? No matter what time you have served I believe you have learned little of your lesson. You demand respect rather than earning it, believing your past actions enough to erase your present. It is simply not so. You must earn Alpha, Ekko-rhya, before you can ever be it."
Thomas' eyes open and look to her, a bit gentler than his words might suggest. "Yet it is not my place to place judgment on your fitness. Draka-rhya and Neo-rhya have reached an accord with you, one that works and that I will not override. It is them you must respect. It is them you must honor. And that is a subject I can settle. You cannot reject their words, no matter what rank you might be, Winged Heart -- you are still Garou as the rest of us. Tread lightly, Elder. Another breach will mean a loss of honor in addition to your rank."
Thomas lets silence fall over the room. It is the absence of sound that lend his words weight. It is only when they have been felt fully that he eases the bone to an extended hand.
"Aine-yuf, I offer this bone. In return I await the truth."

Aine takes the bone in her right hand, her left closing over top of it. She moves with slow steps...stopping a few times...then back before she speaks. "I too have issue with Ekko-Rhya...Her breach was grievous, his much is true. My concern lies in that she is frequently distracted by things on missons, or worse barely present beyond a physical body. This leads to danger on missions and the like, putting us all at risk. She has also shown this behaviour within the Sept grouds proper...Makin' me worry as to what will happen if or when she should ever by Alpha here again."

Thomas eases his hand out to take the bone but his brow is troubled. An obvious frown lines his scarred face as he looks to Aine.
"We have settled the manner of Ekko-rhya. To add anything else is to pile upon a septmate and increase their shame. Already Ekko-rhya's honor aches and yet you saw fit to add a little more. You are wise enough to know this, Aine-yuf, yet still you spoke." Thomas shakes his head gently. "You owe the Winged Heart an apology to her satisfaction after this moot. Ekko-rhya's step might be shaky, but she is still Garou, with all the honor that affords."
Thomas' eyes sweep across the crowd again and find Astrid's small hand eased up. Forward slips the yellowed femur like a baton, into her hand as to lead them forward.
"Speak the truth, Astrid, and so ease this caern's heart."

I seek a moment of...Understanding, Rhyas. There is much being spoken of honour here...and that is....Deep in my blood." She holds the bone, stroking it. "It is the honour of...all Kin on which I seapk...we have no voice...no one to hold our cause dear...I would seek to make it known that this is wrong...for does not the Litany say "Respect those Beneath you fro all are of Gaia"? If that is so...why must Kin go voiceless among the Garou when affairs of this place are decided?"

Thomas sits for a moment as he holds the femur like a scepter. He breathes deep before nodding his head.
"Throughout history the kin have been traditionally voiceless. Perhaps they could give their suggestions to individuals but they have been barred from authority. In one way, I can understand this. Garou are the warriors, the shamans, those only able to speak to Gaia and wage against her enemies." Thomas looks across the crowd. "Yet our decisions affect those who stand at our side. It is they who die or suffer by our commands, bearing our children and our hearts. Yet it is also they are often treated as second-class, with little merit or authority. I propose another station, that of Elder Kin, who sits amongst the council making the troubles of the kin known and with the power to make change. This demand is nebulous for the moment but it is my hope it shall gain shape shortly." Thomas breathes in once more. The gentleness his shed as he adopts a sternness pointed at the kin.
"Yet you have rarely been as meek as I have said. Even the slightest of objections are known well to those within the caern. You have bared your teeth at me and many others. Are we not Garou? Are we not of a higher rank? Does the Litany not say, 'Submission to Those of Higher Station' or am I simply mistaken? Too often you and even your kin raged against the leaders of this sept. I will not allow it further. The next time you insult one of greater station you will suffer a great dishonor. Yet this does not apply simply to you, Astrid."
Thomas raises his hammer to slam it against the ground with a great force. The clang echoes through the caern to grab the attention of those lost in their own thoughts.
"Should anyone else show their teeth at those of greater or equal station, they should prepare themselves. We have been far too lenient with such behavior. We have let ourselves look and grow weak in an attempt to be open. No more. Wolves in the wild will tear into the fur of a snappy lower rank to bring it back into balance. Now so shall we. There will be no permanent injury in these acts, but little else shall be barred. In our attempts to be civilized we must not be neutered. In our rush for the future we must not forget the past."
